Starfighter 3000 Utilities

Christopher Bazley has updated all of this Starfighter 3000 utilities,  The most significant change is that SFtoSpr can now decode and create sky colours files, which allows access to the raw pixel data (unlike SFSkyEdit, which works at a higher level).
